(a) Motor scooters, mopeds, motorized skateboards or coasters, or any other self-propelled vehicle excepting electric bicycles or wheelchairs shall only be operated on public roadways or highways within the city limits and not on sidewalks, walkways, or other area primarily designated for pedestrian traffic.
(b) Any self-propelled vehicle operated on a public roadway or highway shall be then subject to the registration, licensing, and safety regulations set out in chapter 8 of K.S.A.
(c) Any violation of this section shall be considered a traffic infraction and punishable by a $50.00 fine for a first offense, $100.00 fine for a second offense, and $250.00 fine for a third or any subsequent offense. Said fine shall not include court costs which may be assessed in addition to the above fine by the court.
(d) If the Defendant violates this section and is less than sixteen (16) years of age, then the parent(s) or legal custodian/guardian of the Defendant shall be liable for the appropriate fine as set out above.

Every driver whose vehicle, because of his or her unintended error or inattention to operation of said vehicle, violates a traffic rule/law shall be guilty of careless driving, a non-moving violation. Any Defendant found guilty of this offense is subject to the reasonable payment of a fine to be determined by the Court, but no less than $50.00 and no greater than $300.00, in addition to the applicable Court costs for the action.

(a) Each road/street within the city limits of the City of Leon will have the speed limit of 20 mph with the exception of the roads/streets and speeds listed in (b).
(b) US Highway 400 will have the speed limit as posted. South Bluestem Road will have a 40 mph speed limit as posted. High Street will have a 30 mph speed limit as posted.
(c) The speed limit of 20 mph will be enforced on all City of Leon streets unless otherwise posted.
